ANIMAL'S PROTECTION IN THE NEW EUROPEAN CONSTITUTION
GAVEA (Groupe d'Action Végétarien pour l'Egalité Animale) wrote a letter to
Mr. Romano Prodi, President of the European Commission to urge him to include in the new European Constitution an animal protection clause.Below
is a free translation of the French letter. We tried to keep to the spirit
of this letter rather than a literal translation.

Subject: Protection of Animals in Europe for inclusion in the European
Constitution
Mr. President,
Please inform the members of the European Convention (presided by Mr.
Giscard d'Estaing) that human dignity as it is established in Article 1 of
Human Rights Charter cannot continue to have meaning in Europe unless the natural dignity of
animals is recognised in the European Constitution by the inclusion of an Animal
Protection Clause.
The unceasing violence used by mankind towards animals can only result in
violence towards other men as countless wars and catastrophes have proved in
the past.
In order not to undermine Article 1 of Human Rights Charter during the
establishment of the future European Constitution, it's imperative to recognise
animals as sentient beings. A good example of such legislation came from Germany in 5th March 2002.
We condemn all types of discrimination within our own species, yet
simultaneously allow discrimination against other species. We condemn racism
but we allow a specicist attitude when other beings are concerned. Such a contradiction shames
us and does not dignify a modern Europe or its representatives.
I wish to call your attention to the slaughtering of animals without
previous stunning in the slaughterhouses of Europe. Such practises must be
banned, including the slaughter for pseudo-religious rituals. The freedom of
faith cannot excuse the torture of living beings through a slaughter where
the victims are conscious during 30 minutes. No religious scripture demands
that.
In a pertinent analysis "Faux débat sur l'abbatage rituel en occident", Mr
Sami A. Aldeeb (aldeeb@gmx.fr), doctorate in Muslim Law, confirms that the
sources of religious laws have no rules that deny slaughter with previous stunning.
To the contrary, these religious doctrines advocate the reduction of animal
suffering. These archaic cruelties do not comply with Article 1 of the Human
Rights Charter, nor the conception of rights in force in Europe. That is why
hunting should be banned in Europe and we count on your support.
Deers cry and scream like small children when they are ripped apart by dogs.
In Spain at the end of the hunting season, the hunters slaughter their dogs
according to their "quality": The dogs that were "valued" as hunting-dogs are hanged in the
shade, the others, the "losers" will die more painfully, hanged in the hot sun.
I also want to ask for your committment to ban bullfights in Spain, France
and Portugal; bloody displays that, under the outrageous concept of "tradition"
expresses nothing but the need of man to torture other beings.
Finally, all civilized men can only ask your support to ban in Europe the
transportation of animals as it is currently practised. The ones destined for the
Middle East arrive at their destination, the slaughterhouse, hungry, thirsty, in pain,
half dead or dead crushed together in their excrement to end being tortured and
cruelly slain in a slaughter without previous stunning......This is the return of
slavery in the 21st century!!!!!!! Needless to say, all the examples given above
would violate Article 1 of the Human Rights Charter were these animals human. I
accuse all those that allow these horrible crimes of the meat industry that they are
in reality perpetrating crimes against humanity and all living beings.
Thank you for allowing me to draw your attention to the plight of other
sentient beings in Europe (ie the non-human animals) and I hope to have your
support in helping Europe become civilised.

(03/04/2003) Scotland: Animal Welfare Centres to Close Down?
Because of financial difficulties, the Scottish Society for the Prevention
of Cruelty to Animals (SSPCA) is to consider a proposal to close the majority of its Animal Welfare Centres and its Education Department.
This would have a devastating effect on the SSPCA's fight against animal
cruelty in Scotland - and would be very detrimental to the welfare of greyhounds and lurchers, as many of the Animal Welfare Centres in question
take in a considerable number of these dogs that are unwanted or abandoned.
The T&G SSPCA branch is currently working on alternative measures which
would look at longer-term savings, is requesting the full SSPCA Board meeting on 30 April NOT to ratify the original proposal, and has started a
petition against the closures.
Please help greyhounds, lurchers and other animals in Scotland by collecting
signatures for the petition. Time is of the essence, as it is to be handed
in on April 30th.

WASHINGTON - Female birds might be attracted to males with the brightest
beaks for good reason.
British and French researchers said yesterday male birds with the most
colorful beaks have extra-high levels of nutrients that can boost the immune
system. Beaks of birds whose immune systems were stressed were less bright.
The two studies published in Friday's issue of the journal Science also show
why it pays to eat carrots - because the nutrients that color birds' beaks,
called carotenoids, are found in fruits and vegetables...

(06/04/2003) Elephants can be speedier than they look - study
LONDON - They're known for their plodding pace but elephants are more
quick-footed than they appear and may even break into a run, researchers said yesterday.
"We do find evidence that elephants run, in a sense," said John Hutchinson
of Stanford University in California.
The massive mammals never have all four feet in the air at the same time but
they do manage an intermediate gait which experts would consider running and
can reach speeds of 15 miles (24 km) per hour...

You may remember that in November of last year, we started a campaign against the illegal practise of dog eating in the Philippines (see
/itstheirdestiny.2kat.net)
Our friends at Sirius Global Animal Organisation (Charitable Trust) have just recently launched a petition demanding that the Philippino Govt enforce its 1998 Animal Welfare Act that prohibits the consumption of dog meat.
In the Philippines, despite this recent law, dogs are treated little better than their Korean or Chinese counterparts. Their front limbs are purposely dislocated and tied behind their backs, while a jagged tin can is forced over their jaws to make them easier to handle.
During these times of international strife when many of us are thinking of our friends and loved ones fighting overseas, it is easy to forget the suffering that animals undergo everyday in other parts of the world. Let us not forget that they too need our help.

frustration at the Commission’s delaying tactics while farm animals
continue to suffer in transit
In
a speech to the Irish Veterinary Association last Friday 4 April,
Commissioner Byrne stated that a proposal on new animal welfare rules for
transport of live animals would be published “in the not too distant
future”. A meaningless statement…
The
Commission’s scientific report (SCAHAW*) to which the Commissioner
referred to in his speech was published in March 2002. It was the
Commission’s intention to present formal proposals shortly after that.
Eurogroup which has been campaigning for years for the introduction of a time limit for road transport is not convinced that Commissioner Byrne has the welfare of animals as his priority.
Contrary
to the Commissioner’s view that there is no scientific evidence in favor
of limiting journey times, his own SCAHAW scientists reported that with
increasing journey time, the negative effect on the animals increases as
well. Further recommendations in the SCAHAW report included that for
animals unaccustomed to transport, the journeys should be as short as
possible or transport should be avoided altogether. A further and more
recent study commissioned by the Swedish Parliament states that stress
levels do correlate with transport times and recommends an 8 hour limit
for transport by road.

Commissioner’s continued refusal to publish the long overdue revision of
the animal transport legislation is a slap in the face not only to animal
welfarists but also to the majority of Member States* and the European
Parliament*”

SAN FRANCISCO - A federal judge has upheld the current definition of the
"dolphin-safe" tuna label and barred the Bush administration from altering
it, handing a victory for environmentalists. The ruling Thursday by U.S.
District Judge Thelton Henderson prevents the government from labeling tuna
"dolphin safe" if fishermen encircled the dolphins to make the tuna catch.
Henderson upheld the old definition, under which any tuna caught using
dolphins as targets were automatically barred from bearing the consumer-friendly label on cans sold in the United States...

(15/04/2003) High levels of mercury in some fish
LOS ANGELES - California authorities have sued 20 national restaurant chains
for allegedly failing to warn patrons about high levels of mercury in some
fish, an action the chains said they requested to avoid being sued by environmentalists.
The lawsuits, filed by California Attorney General Bill Lockyer on Thursday
in Los Angeles and San Francisco Superior Courts, accuse the chains - including Landry's Restaurants; Inc. (LNY.N); Red Lobster Seafood
Restaurants; Olive Garden Italian Restaurant; Outback Steakhouse; and P.F.
Chang's China Bistro, Inc. (PFCB.O) - of knowingly selling swordfish, tuna
and shark without posting warnings required by the state's Proposition 65 law.
The fish can contain high levels of mercury and methylmercury, known
carcinogens or reproductive toxins, the lawsuit said. The lawsuits said the
chains ignored warnings to post "reasonable and clear warning about mercury
exposure."

BAGHDAD (AFP) - Two of Saddam Hussein's leopards stare out glumly from
a cage surrounded by netting on the grounds of the presidential palace in
the heart of Baghdad.
Barely able to rise when visitors approach, the animals look paralyzed by
bitter hunger and the blazing heat as they lie stricken in the shade. Their
legs tremble and they need several tries to stand upright. They advance slowly, almost dragging themselves toward the bars of the cage, their eyes
vacant.
In a distant corner of the enclosure, a lion, lioness and three cubs huddle
together, looking exhausted and parched...

BUDAPEST - A zoologist assured worrying Hungarians that the usual spring
mass migration of frogs in the northwest Ferto Lake region was cancelled due
to weather factors rather than mass massacres by vehicles in the past years.
Frogs of various species wander in thousands every spring from nearby woods
and reeds into the Ferto Lake, a spectacular natural phenomenon in the region neighbouring to Austria. ..

(18/04/2003) First Bear Sanctuary in India Opened

The first sanctuary in India specifically for bears was recently opened by
the World Society for the Protection of Animals (WSPA) and Wildlife - Save
Our Souls, a conservation organization based in New Delhi.
Only 16 former "dancing bears" are currently residing at the facility, but
it eventually will provide refuge for between 40 and 50 bears.
"We have helped stop the tradition of dancing bears in Greece and Turkey,
and hope that in time we will also see this cruelty abandoned in India," WSPA Libearty campaign director Victor Watkins told a British Broadcasting
Corporation reporter.
Dancing bears receive harsh treatment, and often live far shorter lives than
they would in the wild.
WSPA estimates that there are as many as 1,000 dancing bears in India, even
though taking bears from the wild to turn them into dancing bears and forcing bears to "dance" are prohibited by federal law.
"For the first time, (Indian) authorities have a purpose-built place where
confiscated bears can live out the rest of their lives," said Watkins.
The sanctuary, which is on approximately 17 acres of land in the northern
state of Uttar Pradesh, features artificial dens, two large pools, quarantine pens, a veterinary clinic and a laboratory.

CUDJOE KEY, Florida (Reuters) - Dozens of pilot whales beached themselves on
Friday in shallow waters in the Florida Keys, according to officials and rescue workers.
Rescuers said seven of the sleek, black mammals, which travel in large
groups and weigh as much as 1,800 pounds, had died since an estimated 31 wandered into shallow waters off Big Pine Key, one of the string of islands
at Florida's southern end, south of Miami. The reasons for the beaching by
the whales were unknown, according to Dr. Janet Whaley of the National Marine Fisheries Service. "Perhaps they were chasing prey, or the leader
took a wrong turn," Whaley said. "They are very cohesive...

(21/04/2003) Row over religious animal slaughter. Most butchers have to stun animals first
A row over the methods used to slaughter animals for meat could be brewing
between the government and Britain's Jewish and Muslim communities. The Farm
Animal Welfare Council, a government advisory body, is to recommend that members of both religions should no longer be allowed to slaughter animals
without stunning them first. Its chairwoman, Dr Judy MacArthur Clark, says
that animals suffer significantly unless they are stunned - a position backed by animal welfare charity the RSPCA.
Both kosher and halal butchers have reacted angrily, arguing that their
methods are humane and actually cause less suffering to animals.
Dr MacArthur Clark said there is absolutely no doubt that stunning will
always make the slaughter process more humane. We oppose it from a legal
point, from a religious point, from a health and medical point and from an
animal welfare point She said: "The rendering of unconsciousness is a very immediate thing that
happens, therefore those animals are clearly suffering far far less because
the period of time over which they suffer is extremely short."

This
is a story of thanks, hope, and love, as well as of grief. Thanks to the
shelter workers who didn't just euthanize an old dog with no teeth and a
very large tumor. Thanks to the rescue volunteers who called and emailed
Peppertree Rescue about this very sweet old dog with a very large tumor
who howled at the shelter. Ian, named by one of our volunteers, never
howled again. Thanks to Sue Rushman who agreed he was worth saving and
went and got him from the shelter.
A
special thank you to Dr. Joy Lucas at Upstate Veterinary Clinic who saved
his life, on September 11, 2001, during three hours of touch-and-go
surgery. Also a special thank you to Pam Nelson, Homestead Animal
Hospital, who saved his life a second time. I appreciate Pam's wisdom and
advice over the years, especially when we made the hard decision not to
operate a third time and the harder decision to let Ian go.

(23/04/2003) 7 stranded whales in Florida being rehabilitated
BIG PINE KEY, Fla. - Rescue volunteers were rehabilitating seven of 27 pilot
whales that beached themselves in shallow waters off the Florida Keys, but
11 have died, conservation officials said on the weekend. Of the 27 sleek black mammals, four died from an undetermined illness on the
weekend. Seven, including at least two who were euthanized, died last week,
when the whales were first discovered by a fisherman several miles offshore
at the Content Keys, said Robert Lingenfelser, president of the 300-member
Marine Mammal Conservancy in Key Largo, Florida.
Six were able to swim freely in deep water about 6 miles (10 km) off of Big
Pine Key, located 30 miles (50 km) north of Key West at Florida's southern

(Reuters) - Chinese scientists have found 11 wild giant pandas in northern
China, showing the endangered but beloved species is still holding on despite threats to its habitat, state media and experts said on Friday.
Six
pandas -- five adults and one cub -- were found in the Foping nature reserve
in the northwestern province of Shaanxi last month, with the males fighting
among themselves to mate with the female, the official Xinhua news agency said.

The
world's surviving elephants face a dangerous upsurge in poaching if ivory
stockpiles are sold, conservationists believe.
They say three southern African countries should be prevented from selling
their confiscated tusks. They insist safeguards planned to ensure the
sales do not fuel the demand for ivory will not work.
They
believe the sales could drive elephants to extinction in some countries
within 20 years.

Weinhart's activities after discovering nearly 90 dead tigers and leopards
at his home -- including 58 dead cubs stuffed into three freezers -- and piles of big cat pelts stacked in a storage barn...

Other activities are swimming, sunbathing on Oliva sandy beaches by the lake, table tennis, and boating on Lake Bafa. As we have said at the beginning with the poems of Emre and Rumi, we would love to come together and share a week of friendship and vegetarian solidarity.

(29/04/2003) Hamburg unmoved by animal group's name beef
The German port of Hamburg has been offered 10,000 euros ($US10,500) to change its name to "Veggieburg" by animal rights activists, who are unhappy about the city's association with hamburgers.
The proposal has been made in a letter sent by People for the Ethical Treatment of Animals (PETA) to Hamburg Mayor Ole von Beust on
Monday.
Hamburg unmoved by animal group's name beefThe German port of Hamburg has been offered 10,000 euros ($US10,500) to change its name to "Veggieburg" by animal rights activists, who are unhappy about the city's association with hamburgers.
The proposal has been made in a letter sent by People for the Ethical Treatment of Animals (PETA) to Hamburg Mayor Ole von Beust on Monday.

rights advocacy group urged Asians today to go vegetarian amid fears that
the SARS virus may have originated from livestock in southern China.
"Stop eating meat," the USbased People for the Ethical Treatment of Animals (Peta) said in a statement sent with a mock medical mask adorned with the pink face of a piglet and the slogan "Say No to Pig-Farm Germs".
The global death toll from Severe Acute Respiratory Syndrome (SARS) is about 320 with some 5,000 cases reported, mostly in East Asia.
